That outfit looks like the Ministry of Darkness gimmick. If that so, why he returned with that gimmick?
It’s just an attire to keep his character "fresh". It doesn’t mean he’s bringing back the gimmick. A gimmick isn’t an attire, it’s the character that makes the gimmick (most of the time).

Nope just the outfit.
Though I certainly wouldn’t mind him going back to that gimmick, Taker was at his best as a heel leading MOD.
